  • Cody Rhodes was the first name to declare, making his announcement on the November 27 episode of WWE Raw. Rhodes won the 2023 Royal Rumble.
  • CM Punk was next up to declare, as he made the announcement after signing with Raw on the December 11 episode of the show.
  • Shinsuke Nakamura declared for the match during the 2024 preview special on January 5.
  • Bobby Lashley declared that 2024 would be his year and that he would be a part of the Royal Rumble on the January 5 episode of WWE SmackDown: New Year's Revolution
  • Drew McIntyre seemingly declared for the match on the January 8 episode of Raw in a promo battle with CM Punk.
  • Gunther declared for the bout on the January 15 episode of WWE Raw.
  • Damian Priest seemingly declared for the match on the January 22 episode of WWE Raw. An on-screen graphic confirmed that he would compete in the bout.
  • WWE confirmed that Kofi Kingston had entered the match in a post on Twitter/X on January 23.
  • R-Truth, Jimmy Uso, and Santos Escobar drew numbers out of the tumbler, indicating they are in the Royal Rumble match.
  • Carlito, Grayson Waller, and Austin Theory drew numbers out of the tumbler in a SmackDown Exclusive.
