Would Cody Rhodes ever make a return to the WWE? 

It's possible, but not happening anytime soon. When someone asked him on Twitter if he would ever consider going back to the WWE. He didn't say he wouldn't go back, but instead said that 2018 would be the most important year for him in the pro wrestling industry, and that he's happy where he is at:

Cody recently signed a deal with Ring of Honor, so he can't go to WWE anytime soon regardless. He's also very interested in running his own show in a 10,000 seat arena called All In, though exact details haven't been revealed about the show yet.
