Saudi Arabia does have strict laws against homosexuality in their country which kick-started the speculation of that being the reason as to why Finn did not wear the rainbow-colored gear. The former NXT Champion then took to Twitter and stated that the gear was a statement at WrestleMania and although he has not worn the attire in his last six appearances the movement still has his support.
