Shawn Michaels is being advertised for the WWE Royal Rumble Kickoff Show.
On the WWE Network Schedule, for the listing of the Pre-Show, you can see here that HBK will be (super)kicking things off with style:

He will appear with Renee Young, Booker T, and a returning Jerry Lawler, who was removed from pre-show duties last year. No word on if this is a one off thing, or if Lawler is back for good on the pre-shows.
As far as HBK goes, this might be a way to get him in the building so that the spoiler spotters don't start throwing rumors everywhere when someone sees him backstage. And then if he gets involved in a match--like costing AJ Styles the WWE Championship vs John Cena or maybe Samoa Joe attacks him backstage--leading to something at WrestleMania, all the better.
The Rumble kickoff-show is scheduled for two hours, and the PPV is set to last four hours.
