Shotzi is in control.
Bayley recently cut Shotzi's hair after defeating her in a match before the WWE Money in the Bank event. Since then, Bayley has paraded around with the lock of hair she cut off of Shotzi's head.
On the July 14 episode of WWE Friday Night SmackDown, Bayley defeated Zelina Vega. After the match, Shotzi appeared on the video wall in a pre-recorded vignette where she shaved her head to show that she was in control, laughing maniacally throughout the process.

After the video concluded, Bayley and Ms. Money in the Bank IYO SKY looked on, and they were clearly worried by what they had just seen.
In a post on Instagram, Shotzi noted that she shaved her head in solidarity with her sister, who is in chemotherapy as part of her battle with cancer.
