It is a Raw-branded pay-per-view, except that it totally isn't, since a SmackDown championship is being defended on the show (the US Title) and a SmackDown superstar is facing a newly Raw superstar inside a Haunted House or something like that.
The Kickoff Show begins an hour earlier, and is also streaming on the WWE's YouTube channel.
Fightful will have full Live Coverage of the event, with a running Live Viewing Party and a post-show podcast, hosted by Sean Ross Sapp and featuring Alex Pawlowski (that's me) and Anna Bauert.
